Jakarta, Madina Line.Com – Wakil Sekretaris Jenderal Badan Musyawarah (Wasekjen Bamus) Betawi Ikhwan Ridwan atau akrab disapa Bang Boim mengatakan, Bamus Betawi saat ini sedang menyiapkan database terkait mengetahui sebaran seni dan budaya Betawi yang tersebar di 34 (tiga puluh empat) provinsi di Indonesia dan sedang mendatabasekan masyarakat Betawi itu, berada, baik yang masih lajang, sudah menikah, dan sudah memiliki keturunan sebagai bentuk implementasi lahirnya Peraturan Daerah (Perda) Nomor 4 tahun 2015 tentang Pelestarian Kebudayaan Betawi, dan pada tahun 2016, juga telah lahir pelaksanaan dari Pelestarian Budaya Betawi itu, yakni Peraturan Gubernur (Pergub) Nomor 229 tahun 2016.
“Saya sudah menyampaikan kepada Ketua Umum (Ketum) Bamus Betawi H Zainudin MH atau akrab disapa Bang H Odink, bahwa Perda ini dikaji secara per materi. Jadi di dalam Perda itu, dibahas ada 11 (sebelas) item (jenis), di anataranya kesenian, perfilman, kesusasteraan naskah, permuseuman, keperbukalaan, data dan informasi (datin) dan lain sebagainya. Kemudian kajiannya itu, dijadikan masukan. Mungkin ada hal-hal yang bisa dijadikan peluang-peluang yang bisa dioptimalisasikan oleh Forum Komunikasi Mahasiswa Betawi (FKMB), dan maunya masyarakat Jakarta itu, apa. Jadi berdasarkan kajian itu, akan bagus hasilnya,” ujar Bang Boim kepada wartawan Madina Line.Com ketika ditemui di acara FKMB Diskusi Kebangsaan “Implementasi Nilai-nilai Kearifan Lokal Indonesia di Jakarta Menuju Negara Adi Budaya” di Museum MH Thamrin, Jakarta Pusat (Jakpus), Rabu (28/12/2016) siang lalu.
Dikatakannya, di Perda, ada Lembaga Data dan Informasi juga, di situ sudah jelas, mulai dari keseniannya, nanti kita data semua. “Kemudian, seni dan budayanya, ekonominya, jadi terintegrasi semuanaya. Jadi dengan cara kajian itu, semuanya bisa terintegrasi dan teroptimalisasikan,” katanya.
Menurutnya, data itu, harus disiapkan segera. “Kalau sudah masuk database harus diiringi dengan perangkatnya. Jadi sistem aplikasi yang baik dan sistem Informasi dan Teknologi (IT) yang baik. Kalau tidak ada itu, semua, hanya menggunakan data manual, repot juga. Tetap akan ada sistem dengan penggunaan IT,” terangnya.
“Kita akan mendata berapa data alamat, kemudian penggiatnya dan pelakunya siapa saja, berapa orangnya. Jadi kita bisa tahu keluarganya ada berapa. Kalau seperti itu, bisa kita persiapkan semuanya. Saya kira, persiapan data ini sambil berjalan ya, proses begitu membutuhkan fasilitas IT. Sekarang ini, kita masih menunggu keluarnya Surat Keputusan (SK) Gubernur DKI Jakarta, Pergub DKInya sudah keluar, tinggal menunggu SK Gubernur DKI Jakartanya saja,” paparnya.
Ia optimis pada 2017, Bamus Betawi sudah siap mengimplementasikan Perda dan Pergub DKI Jakarta ini. “Dari pasal ini sesegera mungkin dibuat SK Gubernur DKI Jakartanya dan segera diimplementasikan. Mudah-mudahan dalam waktu cepat sudah bisa didatabasekan,” katanya.
Dikatakannya, hasil kajian secara akademis dari teman-teman FKMB, kemudian ada semacam survey langsung yang dibutuhkan masyarakat langkah tersebut bagus dan itu, harus lebih dibuat sering dan rutin dan lebih fokus dan manfaatnya akan lebih besar. “Ke depan, daya saing kita dan potensinya masyarakat Betawi akan luar biasa dan Sumber Daya Manusianya (SDM) bisa kita optimalkan. Makanya, tadi saya sampaikan semua sektor bisa dioptimalisasikan,” jelas Bang Boim.
“Bamus Betawi memroyeksikan tahun 2017 harus siap dan kemudian tata kelola organisasi Bamus Betawi harus kita perbaiki. Kemudian, database mulai dari sektor ekonomi, berapa banyak masyarakat Betawi yang memroduksi batik, dan makanan khas Betawi dan kuliner Betawi dan penggiat seni Betawi, serta berapa banyak kelompok sanggar. Nah, kalau Perda itu, sudah berjalan, misalnya, penampilan di gedung dan hotel di DKI Jakarta tiap bulan, bisa kita data dan inventarisir, kemudian bisa kita kontrol,” terangnya.
Misalnya, sambungnya, di Jakarta Pusat (Jakpus) ada 20 (dua puluh) hotel bintang 5 (lima) yang punya kewajiban menampilkan seni dan budaya Betawi. “Kemudian, ada berapa sanggar yang ada di Jakpus. Selanjutnya, di Jakarta Timur (Jaktim), Jakarta Barat (Jakbar), Jakarta Selatan (Jaksel), serta Jakarta Utara (Jakut) juga sama. Misalnya, walaupun skupnya di DKI Jakarta yang memiliki wilayah lebih besar dibandingkan daerah lain, tetapi juga masyarakat Betawi ini bukan hanya yang berada di DKI Jakarta saja, misalnya, pelaku sanggar seni Betawi yang ada di Depok, Jawa Barat (Jabar), seperti anak-anaknya Bang Ismail Marzuki sudah pindah ke Depok, bagaimana mereka bisa menampilkan seni dan budaya Betawi di Depok,” urainya.
“Walaupun mereka tinggal di Depok, mereka tetap melestarikan budaya Betawi juga harus kita rangkul. Kita data yang baik, dan kita bina yang baik, serta regulasinya diatur,” terangnya.
Dijelaskannya, seperti seni dan budaya di Bali, yang sudah mapan dan established (diakui) dunia dan sudah lama ada, masyarakat Bali merintis sendiri seni dan budayanya. “Tetapi tidak menutup kemungkinan mau dicoba ketika Lembaga Adat dan Seni Betawi itu, jadi dibentuk, maka akan dikelola semaksimal mungkin. Tetap kita menggunakan manajemen yang proporsional dan profesional, ” ungkapnya.
“Masyarakat Betawi juga harus siap dan kesiapannya sudah sejauhmana. Misalnya, kebutuhan kalau per minggunya, misalnya untuk permintaan tampil ada 100 (saratus), sementara kemampuan yang kita punya hanya 50 (lima puluh) orang, makanya harus kita kejar. Nah ini yang harus kita galakan. Makanya, Insya Allah
misalnya, pencaksilat sudah ada kewajiban di muatan lokal di sekolah-sekolah, jadi akan timbul penggiat-penggiat silat baru dari Betawi dan bisa mengisi di sekolah-sekolah di mata pelajaran ekstrakurikuler (ekskul),” paparnya. (Murgap)
